Russia Quadruples Electricity Exports to Turkey in 2025

By the end of 2025, Russia exported 231 million kWh of electricity to Turkey, a fourfold increase compared to 2024 levels. Alexandra Panina, a member of the Management Board and Head of the Trading Center at Inter RAO — Russia's sole operator for electricity exports and imports —confirmed that the company intends to maintain these supply volumes through the current year.


"Supplies to Turkey were indeed carried out in 2025 and have not ceased. Deliveries continued through July and into the fourth quarter of the year," Panina stated during a conference call with investors. "The total volume reached 231 million kWh, which is a strong result —significantly higher than the 60 million kWh recorded in 2024."


Despite the growth in the Turkish market, Russia’s overall electricity exports for 2025 saw a decline of 12.8%, totaling 7.435 billion kWh.
