Putin to hold a meeting of the Presidential Council for Science and Education

Russian President Vladimir Putin will hold a meeting of the Council for Science and Education via videoconference.


As the Kremlin press service reported earlier, the event will be dedicated to "the implementation of major innovative projects of national importance". It was noted that the participants of the meeting will discuss, in particular, the monitoring of climate change, combating infectious diseases and the development of low-carbon energy.


In addition to the members of the presidential council, the meeting will be attended by some deputy prime ministers and heads of federal ministries, as well as the winners of the Presidential Prize for Young Scientists of the year 2021.


The Presidential Council for Science and Education - advisory and coordinating body, formed to determine the strategic goals and objectives of scientific and technological sphere and education, the priorities of scientific and technological development of Russia, as well as to decide on the development and implementation by the government of the most important innovative projects of national importance, federal scientific and technical programs on issues which require a separate decision of the head of state.

 

 

About laureates of the President Award for Young Scientists


The names of the 2021 award recipients were announced on February 7 at a press conference in TASS. Among them is Alexandra Dubrovina, a senior researcher at the Federal Scientific Center of the East Asia Terrestrial Biodiversity of the Russian Academy of Sciences (RAS), who was awarded for developing new approaches for the induction of RNA interference and directed regulation of plant genes.


Arseny Kubryakov of the Marine Hydrophysical Institute of RAS  also received prizes for his achievements in studying the dynamics of oceanic processes and their effects on the biological characteristics of marine ecosystems and Leonid Skripnikov (St. Petersburg Institute of Nuclear Physics) for a series of works on the development of the electronic structure theory of compounds of heavy elements to find new physics and study the structure of the nucleus.


In late January, Dmitry Medvedev, deputy chairman of the Russian Security Council (SB), held a meeting of the presidium of the Presidential Council for Science and Education. At that time, he said that Russia may have a platform for rapid response to infections. The deputy head of the Security Council noted that the pandemic has shown how important it is to be prepared to respond to such threats. Medvedev also drew attention to some problems in the country in the sphere of development and production of drugs for prevention and treatment of new infectious diseases. He emphasized that the creation of the abovementioned platform should help to solve them.


About the agenda of the previous meeting


The previous meeting of the Presidential Council for Science and Education was held via videoconference together with the meeting of the State Council in December 2021. At it the results of actions within the framework of the Year of Science have been summed up, and also the proposals on working out of the new long-term program which would allow deducing on qualitatively other level management in scientific sphere and realization of research projects on all territory of the country were discussed.


At the previous meeting, Putin said that the program of mega grants for scientists will be continued, and its mechanisms will be constructed in such a way that outstanding scientists could form strong international research teams in Russia. The President also drew attention to the need for further steps to increase the innovation potential of the regions. The head of the state explained that it is a direct practical application of new knowledge and technologies in healthcare, education, in the work of transport and municipal infrastructure, in solving environmental, social and other socially important problems.


In general, Putin stressed that the development of the country and its subjects is possible only together with science, that is why for the last two decades the authorities "consistently expanded the scientific geography of the country, focusing on the formation of advanced research infrastructure and the strengthening of higher education in the regions:. Putin also instructed to remove restrictions that hamper cooperation between research centers with the regions and business.


Some heads of regions also took part in the last meeting. In particular, the governor of the Novosibirsk region Andrey Travnikov told about the importance of the program of the privileged mortgage for young scientists which will improve living conditions of 22 thousand families. This year 3 billion rubles will be needed to launch the project, while about 40 billion rubles - for the full implementation of the program, said Travnikov. In turn, Dmitry Azarov, the governor of the Samara region, offered to extend the support program for world-class scientific and educational centers until 2030, now it runs until 2024.
