In accordance with Federal Laws No. 61-FZ of May 31, 1996, "On Defense" and No. 31-FZ of February 26, 1997, "On Mobilization Preparation and Mobilization in the Russian Federation" and No. 53-FZ of March 28, 1998, "On Military Duty and Military Service", I hereby decree:
1. To declare a partial mobilization in the Russian Federation starting from September 21, 2022.
2. To call citizens of the Russian Federation for military service by mobilization into the Armed Forces of the Russian Federation. Citizens of the Russian Federation called up for military service under mobilization shall have the status of servicemen performing military service in the Armed Forces of the Russian Federation under a contract.
3. To establish that the level of money pay of citizens of the Russian Federation called up for military service upon mobilization in the Armed Forces of the Russian Federation shall correspond to the level of money pay of servicemen performing military service in the Armed Forces of the Russian Federation under a contract.
4. Contracts of military service signed by servicemen shall continue to be valid until the end of the period of the partial mobilization, except in cases of dismissal of servicemen from military service on the grounds specified in this Decree.
5. To establish, during the period of partial mobilization, the following grounds for dismissal from military service of servicemen serving under a contract, as well as of citizens of the Russian Federation called up for military service under mobilization in the Armed Forces of the Russian Federation
(a) By age - upon reaching the age limit for military service;
(b) For health reasons - due to a declaration by a military medical commission that they are unfit for military service, except for those military personnel who have expressed a desire to continue military service in military positions which may be filled by the abovementioned military personnel;
(c) In connection with the entry into legal force of a court sentence imposing a sentence of imprisonment.
6. The Government of the Russian Federation [shall]
(a) finance measures for the partial mobilization;
(b) take the necessary measures to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations and bodies during the period of the partial mobilization.
7. The senior officials of the subjects of the Russian Federation shall ensure the conscription of citizens for military service under mobilization into the Armed Forces of the Russian Federation in the number and within the time limits determined by the Ministry of Defense of the Russian Federation for each subject of the Russian Federation.
8. To grant citizens of the Russian Federation employed in organizations of the military-industrial complex the right to deferment of conscription for military service under mobilization (for the period of employment in these organizations). The categories of citizens of the Russian Federation granted the right to deferment and the procedure for granting such a deferment shall be determined by the Government of the Russian Federation.
9. This Decree shall come into force from the day of its official publication.
