Hamas Indicates Preliminary Consent to Join Palestine Liberation Organization

13 February

The Palestinian group Hamas has reportedly signaled its willingness to join the Palestine Liberation Organization (PLO) and establish a government composed of technocrats. Sky News Arabia, quoting an anonymous source, relayed this development.

According to the report, "Doha has granted [Palestinian] President Mahmoud Abbas the assent of Hamas to establish a technocrat-led government." The movement has tied this preliminary agreement to join the PLO to the prerequisite of a defined "political pathway for the creation of a Palestinian state within the  1967 borders."

On February 12, Abbas, who was in Qatar for an official visit, met with Emir Sheikh Tamim bin Hamad Al-Thani. The talks reportedly covered the cessation of Israeli military operations in Palestinian territories and the formation of a technocrat-led government in Palestine to focus on reconstructing the Gaza Strip. Asharq specifically mentioned that Abbas communicated to Hamas via the emir of Qatar a proposal for the formation of such a government.

In July  2023, a gathering of Palestinian faction leaders took place in Al-Alamein, where President Abbas proposed the creation of a committee to reconcile their differences, aiming to restore the unity of the Palestinian movement and coordinate the leadership of the factions within the PLO.

This development marks a significant shift in the dynamics of the Palestinian political landscape, as the split among Palestinian factions occurred in  2007 when Hamas took control of the Gaza Strip, leaving the PLO, which governs the West Bank, with the Palestine Liberation Movement as its principal faction.
