Acting President of Kyrgyzstan Prime Minister Sadyr Zhaparov signed a decree, according to which the resigned former head of state Sooronbay Jeenbekov is granted the status of the ex-president and receives a number of privileges, the press service of the Kyrgyz Cabinet reports on Friday.
"Acting President of the Kyrgyz Republic Sadyr Zhaparov signed a decree on ex-president of the Kyrgyz Republic Sooronbay Jeenbekov. In accordance with the Law of the Kyrgyz Republic "On guarantees of the activity of the President of the Kyrgyz Republic and the status of the ex-president of the Kyrgyz Republic", the ex-president of the Kyrgyz Republic retains all rights provided by the legislation", the report says.
The Decree shall come into force upon signing. In particular, Jeenbekov will receive state protection for life, the right to live in the territory of the state residence № 1 "Ala-Archa", an official car, free medical care in the special clinic. The status of the ex-president also implies judicial immunity, which can be removed only by a decision of the parliament.
Jeenbekov announced his resignation on October 15. According to the law, the speaker of the parliament Kanat Isayev was to act as the head of state, but he refused, and powers were transferred to prime minister Zhaparov who became the acting president. Jeenbekov decided to resign against the background of the political crisis that broke out in the republic after parliamentary elections on October 4. Representatives of parties that didn't make it to the parliament organized mass disorders in Bishkek, seized the buildings of government agencies, released former president Almazbek Atambayev and a number of other politicians, including Zhaparov. There were also subsequent clashes between supporters of various opposition forces in the center of the Kyrgyz capital. Prime Minister Kubatbek Boronov and the parliament speaker, Dastanbek Jumabekov, resigned. The republic's CEC invalidated the voting results. The election of the new president should be held within three months. According to the law, the acting head of the state has no right to take part in them.
