Lavrov: Middle East Quartet Incomplete Without Active Participation of Arab Countries

21 November 2023

Russian Foreign Minister Sergey Lavrov stated at a meeting with the foreign ministers of certain countries in the Arab League and the Organization of Islamic Cooperation (OIC) that the Middle East quartet of mediators lacked representation from the Arab world, leading to its failure in fulfilling its functions.

Lavrov noted, "The quartet of international mediators, which, in essence, was disbanded by the decision of the United States—opting not to work in a unified format—did not include representatives from the Arab or Islamic world. For many years, well before the current events, we have been advocating for the quartet to operate in close coordination with the Arab League. Unfortunately, our Western partners were lukewarm to this idea. The United Nations  did not exhibit the proper initiative in this matter, so the quartet, in reality, has been unable to fulfill the functions assigned to it by the UN Security Council."

Foreign Ministers from Saudi Arabia, Jordan, Egypt, Indonesia, and Palestine—Faisal bin Farhan Al Saud, Ayman Hussein Abdullah al-Safadi, Sameh Shukri, Retno Marsudi, Riyad al-Maliki—as well as  Secretary-General of the Organization of Islamic Cooperation Hissein Brahim Taha arrived in Moscow to engage in discussions with Russian Foreign Minister Sergey Lavrov on the situation around the Gaza Strip.
