Nebenzya: The Draft Resolution on the Middle East Was Not Supported Due to Its Origin from Russia

17 October 2023

Western countries at the United Nations did not support the draft resolution on the Middle East, primarily because it was formulated by Russia. This statement was made by Russia's permanent representative to the United Nations, Vasily Nebenzya.

"We are profoundly disappointed by the voting outcome <...>. There is no element within the resolution that can be contested, as it is purely of a humanitarian nature. The sole reason the resolution faced rejection is that Western countries were unwilling to endorse anything originating from Russia," the diplomat expressed.

Nebenzya mentioned that the Russian delegation had allowed four days for discussions on the draft, but "we did not receive any comments [on the draft]; only one delegation broke the silence."

The Russian diplomat previously emphasized that the UN Security Council had once again become a hostage to the preferences of Western countries due to the failure to adopt Russia's draft resolution on the Middle East.

When asked if he had confidence in the UNSC's ability to reach an agreement on the Brazilian draft resolution, Nebenzya expressed his doubts. He noted that Russia had submitted amendments to the Brazilian draft to make it "more balanced."

The UN Security Council did not adopt the Russian draft resolution on the Palestinian-Israeli conflict. With only five countries voting in favor of the document, it fell short of the required number of votes.
