Peskov called the cessation of hostilities a victory for the peoples of Azerbaijan and Armenia

Russian presidential spokesperson Dmitry Peskov called the statement of the leaders on the cessation of hostilities in Nagorno-Karabakh a victory for the peoples of Azerbaijan and Armenia.


"This is a victory for the peoples of the two countries, both Azerbaijan and Armenia, because the war has stopped," Peskov said, commenting on the statements of Turkish Foreign Minister Mevlut Cavusoglu, who congratulated Azerbaijan on the victory at the front and at the negotiating table.


The Kremlin representative noted that "in order for the war to stop and to control and ensure it, Russian peacekeepers are now entering the area." "They will ensure that there is no continuation of hostilities. Some other thoughts and congratulations are probably acceptable for political scientists, but we must proceed first of all from the fact that the bloodshed has stopped," he stressed, recalling the huge number of human victims on both sides.


Peskov also stressed the importance of the statement's paragraph on the return of internally displaced persons and refugees who will be able to return to the territory of Nagorno-Karabakh and surrounding areas under the control of the UN High Commissioner for refugees. "Prisoners of war, hostages, other detained persons and bodies of the dead will be exchanged. This humanitarian aspect and stopping the bloodshed is probably the most important result, " Peskov said.


Speaking about the political status of Karabakh, Peskov noted that this is not mentioned in the document. "At the moment, we continue to proceed from all the relevant basic acts of international law, primarily the relevant UN Security Council resolution and other documents," he concluded.


Armenia's Response


The Kremlin hopes that the essence of the agreements on Nagorno-Karabakh will be properly perceived in Armenia.


In an interview with reporters, Peskov admitted that Moscow "would not like to evaluate" the actions taking place in Armenia after the agreements on Nagorno-Karabakh were reached.


"We know that Prime Minister [Nikol] Pashinyan makes considerable efforts to explain the essence of these agreements and the meaning of these agreements. We hope that these explanations will be properly accepted, " the Kremlin spokesperson said.


After the information about the signing of the Karabakh agreement was published, residents of Yerevan from all over the city moved to the  Republic square, some of the protesters against the decision to end the war in Nagorno-Karabakh broke into the government building, and later into the Parliament building.


Pashinyan said that he plans to organize a rally of his supporters in the capital of Armenia.


Extension of measures on Karabakh


The agreed measures to end military operations in Nagorno-Karabakh can be extended beyond the first five years with the consent of the parties, Peskov said.


"The set of agreed measures is designed for a fairly long term, for five-year terms, which can be extended if one of the parties does not declare the opposite in advance," Peskov said.


According to Peskov, "this is a serious document designed for the future, which primarily aims to guarantee the cessation of any military clashes, the return of people to their places of residence, and guarantees their safety."


At the same time, the Kremlin representative clarified that the United States and France did not participate in the creation of an agreement to end the war in Nagorno-Karabakh. "This is a trilateral statement," he said.


Monitoring center


The creation of a center for monitoring the ceasefire in Nagorno-Karabakh on the territory of Azerbaijan is the subject of a separate agreement, Peskov said.


"Indeed, we were talking about creating a center for monitoring the ceasefire conditions on the Azerbaijani territory. This is in Azerbaijan. This nuance of placing this joint monitoring center is already the subject of a separate agreement, " Peskov said.


"This is not Karabakh," the press secretary of the head of state stressed. Thus, he answered the question of which territory is mentioned in connection with the possible creation of a center for monitoring the ceasefire conditions in Nagorno - Karabakh-Azerbaijan, or, in particular, the territory of Nagorno-Karabakh controlled by Azerbaijani forces.


Peskov stressed that the presence of Turkish peacekeepers in Nagorno-Karabakh is not envisaged. "There is not a single word about this in the text of the statement that was published. The three sides did not agree on this, and the presence of Turkish soldiers in Karabakh was not agreed," he said.


Consent of the FC


Peskov promised to give additional explanations about the need for the consent of the Federation Council to send Russian peacekeepers to the conflict zone in Nagorno-Karabakh.


"I need to clarify the procedure for regulation, we will explain this further," the Kremlin spokesperson told reporters on Tuesday.


Earlier, the head of the Federation Council Committee on Constitutional Legislation and State construction, Andrey Klishas, told TASS that the Russian President did not need the consent of the Federation Council to promptly send Russian peacekeepers to the conflict zone in Nagorno-Karabakh.
