The recent meeting in Dubai, which included representatives from the five nuclear-weapon states, was conducted at the expert level, Kremlin spokesperson Dmitry Peskov told reporters.
“Russia’s position, as outlined in our nuclear doctrine, is well understood. The relevant document was signed by President Vladimir Putin. The meeting [was held] at the expert level,” Peskov stated when asked about Russia's representation at the event and whether the discussions were constructive.
The “Nuclear Five” includes Russia, the United Kingdom, China, the United States, and France. The Chinese Foreign Ministry had previously announced the meeting.
