Putin submitted to the Duma an agreement on military cooperation with Kazakhstan for ratification

Russian President Vladimir Putin on Friday submitted to the State Duma for ratification an agreement on military cooperation between Russia and Kazakhstan. The text is posted in the Duma electronic database.

 

The updated agreement on military cooperation between the two countries was signed in Nur-Sultan in October 2020 during a meeting between Russian and Kazakh Defense Ministers Sergei Shoigu and Nurlan Yermekbayev.

 

In accordance with the provisions of the agreement, military cooperation will be carried out on a wide range of issues, including military education and training, the supply of weapons and equipment, participation in joint bilateral and multilateral exercises, and military training activities. Cooperation will also be carried out in such areas as peacekeeping activities, improvement of the bilateral legal framework, culture and sports.

 

The sides agreed to hold staff talks and consultations on issues of regional security and joint use of troops, conferences, seminars and symposiums. Visits of warships and joint military training are also provided. The text emphasizes that the treaty is not directed against any other states.

 

"In order to implement this treaty, the authorized bodies of the parties develop a program of strategic partnership in the military field for a three-year period, which includes the goals and tasks to be solved during the military cooperation, the directions of military cooperation, the form of their implementation and deadlines," the document says. The plan of military cooperation will be approved annually. The costs arising from the implementation of the treaty will be borne by the two countries independently.

 

"The parties shall cooperate in the field of military intelligence. Each side pledges not to conduct intelligence activities directed against the other," the treaty stresses. Russia and Kazakhstan also undertake not to transfer information obtained from each other in the framework of cooperation to third parties, it also cannot be used to the detriment of the parties to the treaty.
