The Kremlin expects the next US president to be able to establish a dialogue and agree on normalizing relations, including in the security sphere, Dmitry Peskov, the spokesperson for the Russian leader, told reporters on Monday.

"In any case, we hope that we will be able to establish a dialogue and agree together on ways to normalize our bilateral relations with the next US president," said the Kremlin spokesperson. - "Especially since a significant part of these bilateral relations - meaning the context of stability and security - concerns not only our two peoples but actually the peoples of the world".

The Kremlin believes it is correct to wait for the official US elections to be summed up before congratulating the country's elected president, Peskov said.

"Anticipating your possible question about [Russian President Vladimir] Putin's congratulations to the elected US President, I would like to say the following: we consider it correct to wait for the official summing up of the results of the elections," the Kremlin representative said.

When asked what is the difference between the current situation with the US presidential election results and the one four years ago when the head of the Russian state immediately congratulated Donald Trump, Peskov noted that "the difference is quite obvious". "There [in the USA] are certain legal procedures that were announced by the incumbent president, that's why the situation is different, that's why we consider it correct to wait for the official announcement after all," said the Kremlin representative. He reminded that four years ago "there were no announcements of legal dispute [the results of the US presidential election]".

At the same time, Peskov did not answer the question, what announcements of the results of the US presidential election would be considered official in the Kremlin.

The general elections in the USA were held on November 3. According to the forecasts of the leading American media, Joseph Biden received the votes of 270 voters, which are necessary for him to defeat Donald Trump in the campaign for the presidency. Biden announced his victory in the elections. Trump did not admit his loss and announced his intention to go to the courts regarding the counting of votes because he believes that there were numerous violations during the elections by the Democrats.
