Until the end of April this year, state agencies of Kazakhstan are planning to develop proposals for amendments to the constitution, which relate to the revision of the powers of the head of state, Kazakhstan's Justice Minister Kanat Musin told a briefing on Monday.
"In his message, the president outlined 10 areas of political reforms, including the powers of the president. Currently, work is underway to develop proposals for amendments to the constitution. Completion of this work is planned for the end of April this year," said Musin.
According to him, it is about a package of amendments to the constitution, aimed at revising the powers of the president and the introduction of additional restrictions related to staying in office during his tenure. In addition, amendments are being developed to introduce a legal prohibition for the immediate relatives of the president to hold the positions of political civil servants and managers in the quasi-state sector.
It is planned that the whole block of amendments to the country's constitution may be adopted by the end of this year.
On March 16, President of Kazakhstan Kassym-Jomart Tokayev delivered a message to the people of the country "New Kazakhstan: the way of renewal and modernization". He presented a plan for the restructuring of the political model of development of Kazakhstan. As the head of state noted, it is about the final transition from the super-presidential form of government to a presidential republic with a strong parliament. He proposed to legislate the termination of the president's membership in the ruling party of the country for the period of his powers. The head of the state also proposed to legally prohibit the heads of local administrations and their deputies to hold positions in the branches of parties.
