Azerbaijan has prepared and submitted a draft treaty on peaceful settlement to Armenia. Azerbaijani Foreign Minister Jeyhun Bayramov said this on Monday at a press conference following a meeting with Russian Foreign Minister Sergey Lavrov.
"Azerbaijan prepared a draft treaty based on five basic principles and presented it to the Armenian side. After that, two rounds of negotiations took place. I would also like to inform that the third package of comments by the Azerbaijani side has already been submitted to the Armenian side," he said.
The minister said that the third round of talks between the two republics can be held until the end of 2022.
"Despite the positive dynamics in the negotiation process, I would also like to note that progress is quite limited in all tracks. When I say all tracks, I mean the issue of discussing a peace treaty, and the opening of communications, as well as the issue of demilitarization of the state border," Bayramov added.
According to Bayramov, Azerbaijan aims to resolve the conflict with Armenia as soon as possible. "The Azerbaijani side is determined and aims to resolve this issue as soon as possible when we talk about a peace treaty," he said.
Russia has repeatedly mediated the settlement between Baku and Yerevan, including hosting talks between Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan. In November 2020, Moscow mediated a statement on the full cessation of hostilities in Nagorno-Karabakh. In January 2021, a joint statement on new infrastructure projects in Karabakh was signed after a trilateral meeting in the Kremlin (with the participation of Russian President Vladimir Putin).
The leaders of Armenia and Azerbaijan have already held two rounds of talks, meetings held on October 6 in Prague and October 31 in Sochi.
