Bishkek proposed measures to improve social protection of Kyrgyz migrants in Russia

Issues of legal status and socio-economic condition of Kyrgyz labor migrants were one of the subjects of the fourth joint session of State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots and Committee on International Affairs, Defense, Security and Migration of the parliament of Kyrgyzstan. Representatives of the Kyrgyz side proposed a number of steps to improve the social protection of its citizens who left to work in Russia.

 

Deputy Minister of Labor, Social Security and Migration of Kyrgyzstan Nurdoolot Bazarbaev noted a number of important steps that parties have taken in recent years in the field of migration policy. He mentioned, in particular, the decision to create migration centers in Kyrgyzstan, which provide an opportunity to solve a number of procedural issues when leaving for Russia, as well as to learn more about future work.

 

At the same time, he expressed concern that a significant number of Kyrgyz citizens still work in Russia without registration of civil law contracts, which leads to violation of migrants' rights. Thus, according to him, since the beginning of 2023 the representative office of the Ministry of labor of Kyrgyzstan in Russia received 214 requests from 670 citizens complaining about unpaid wages. During this time, the office helped 157 migrants to get their due payments for more than 11 million rubles. In this connection, Bazarbaev asked the Social Fund of Russia to assist in dealing with the complaints of citizens about unpaid wages.

 

In turn, Deputy Minister of Foreign Affairs of Kyrgyzstan Almaz Imangaziev asked to intensify solving the issue of obtaining compulsory health insurance policies for migrant workers' families. In addition, he suggested raising the age of compulsory dactylography for children from 6 to 14 years old. He also called for considering mitigating sanctions for repeated administrative violations for migrants.
