Special Presidential Representative for the Middle East and Africa, Deputy Foreign Minister of Russia Mikhail Bogdanov received Turkish Ambassador to Moscow Mehmet Samsar, the parties discussed the settlement of the situation in Libya, the Russian Foreign Ministry said.
"There was a substantive exchange of views on the situation in the Libyan settlement. At the same time, the parties emphazied the importance of further coordination of steps by Russia and Turkey in the interests of an early de-escalation of violence in Libya and the establishment of an inter-Libyan political process under the auspices of the UN in accordance with the decisions of the Berlin international conference and the UN Security Council resolution 2510," the message reads.
After the overthrow and death of Libyan leader Muammar Gaddafi in 2011, Libya effectively ceased to function as a single state. Now the country is ruled by dual power. The East is ruled by elected by the people, and the West, in the capital Tripoli, the Government of National Accord, formed with the support of the UN and the European Union, led by Fayez Sarraj. The authorities in the Eastern part of the country operate independently of Tripoli and cooperate with the Libyan National Army led by Marshal Khalifa Haftar, who has not stopped trying to capture Tripoli since April 2019.
At the end of November 2019, Turkish President Recep Tayyip Erdogan and the head of the GNA Sarraj signed memoranda of cooperation in the military sphere and on mutual understanding concerning maritime zones.
