CIS PMs plan to adopt more than 10 documents at Astana meeting

Russian Prime Minister Mikhail Mishustin will take part in a meeting of the  Council of Heads of State of the CIS in Astana on Friday, October 28, according to the press service of the cabinet of ministers. At the meeting of the heads of the governments, which will be 80th since 1991, more than ten documents on the development of cooperation in the Commonwealth are planned to be adopted.


At the meeting "a special attention will be paid to deepening cooperation in trade and economic, scientific and technical, humanitarian, technological and innovative areas, including issues of radio navigation and digital transformation of industries of the chemical complex," the press-service noted.


Documents in the field of security


The Russian government office reported that during the meeting in Astana "decisions will be made on financial and budgetary activities of the CIS, including funding of the Commonwealth Air Defense System in 2023 and the intergovernmental program to improve the quality of life of veterans of wars, members of local conflicts and members of their families."


The Plan of Joint Actions of the Commonwealth Member States to Counteract Antimicrobial Resistance has been prepared for approval by the heads of governments. It is planned for 2022-2026 and includes a set of measures in the areas of agriculture, food production and environmental safety.


At the session it is planned to adopt an interstate radionavigation program for 2023-2026. The cabinet of ministers expects that it should help to improve the traffic safety, the transportation of passengers and dangerous goods through the use of navigation support through space and ground-based systems, to reduce the time of arrival of ambulances and emergency care, to create favorable conditions for the effective fight against crime and terrorism by providing guaranteed space-time information about the objects of observation.


Health care and high technologies


The administration of the Russian cabinet pointed out that it is expected to sign an agreement on cooperation in prevention of and response to public health emergencies of sanitary and epidemiological character. The document "will define the procedure for specialized anti-epidemic teams for sanitary protection of the Commonwealth of Independent States and the mechanism of their priority passage across state borders."


Prime ministers will approve the concept of scientific, technical and technological cooperation and the action plan for its implementation. These documents should "promote the development of interstate cooperation in the field of innovative research with regard to the use of intelligent transport systems, new mechanisms of information transfer, robotics, advances in bio-and nanotechnology, artificial intelligence".


For realization of the Interstate program of innovation cooperation of CIS member states until 2030 it is planned to adopt provisions about the order of accreditation, conditions of participation of legal entities and individuals in it, and also about the operator - Foundation for development of the New Technologies Development and Commercialization Centre "Skolkovo".


Heads of governments also plan to consider the concept and plan of primary measures on digital transformation of branches of chemical complex.


Humanitarian ties


The Russian government expects approval of the plan for the Year of the Russian language as a language of international communication in 2023. It includes the events aimed at the improvement of Russian language teachers' qualification, support of gifted children and youth in the sphere of Russian studies, attraction of the CIS citizens to study at Russian universities, development of librarianship and book publishing.


The heads of governments are planning to sign a plan of priority measures in the sphere of humanitarian cooperation for 2023-2024. "The document provides for coordination of multilateral cooperation in education, science, culture, information and mass communications, book publishing, book distribution and printing, sports, healthy lifestyle, tourism, youth work," clarified in the office of the cabinet of ministers.


The administration of the Russian cabinet added that the prime ministers will hear the report of Belarusian Minister of Sport and Tourism Sergei Kovalchuk on preparations for the II CIS Games in 2023 in Belarus.
