Erdogan's spokesman: guarantees to Ukraine discussed with Russia, US and France

Turkey has discussed the issue of providing Kiev with security guarantees with representatives of Russia, the United States, France and Ukraine itself, Ibrahim Kalın, a spokesman for Turkish President Recep Tayyip Erdoğan, told the Financial Times on Thursday.

He said discussions are at an early stage, but "look favorable in principle" because Turkey wants to "support Ukraine" and end the conflict.

"We have had talks with representatives of Ukraine, Russia. We have had talks with the Americans, the French, but there are a lot of military details that have to be worked out by our military before we sign off on them," Kalın said.

The Moscow and Kiev delegations held face-to-face talks in Istanbul in late March. At the end of the meeting, the head of the Russian delegation, Vladimir Medinsky, said that the Russian Federation had received written proposals for a treaty between the sides from Ukraine.

A member of the Kiev delegation, Oleksandr Chaly, said that Ukraine agreed to fix its neutral and non-nuclear status if it was given security guarantees that "in their content and form should be similar to Article 5" of the North Atlantic Treaty on collective security. Kiev believes that guarantors could include permanent members of the UN Security Council (including Russia and the United States), as well as Germany, Israel, Italy, Canada, Poland, and Turkey.
