First Deputy Permanent Representative of the Russian Federation: UN Security Council should reconsider the basis for settlement in Yemen

The settlement in Yemen can no longer move forward within the framework of UN Security Council Resolution 2216, the political basis for resolving the conflict must be reconsidered, First Deputy Permanent Representative of Russia to the UN Dmitry Polyanskiy said on Tuesday, speaking at a meeting of the Security Council.


According to him, the stagnation of the political process "brings the point of no return, after which it will be simply impossible to put the mosaic of Yemeni statehood together." "The international community should recognize that the reality is that the parties have stalled and are not ready to restart direct negotiations under UN auspices. In this context, the UN special envoy's mediation efforts to bring the participants in the Yemeni conflict to the negotiating table are and will remain unsuccessful," Polyanskiy said. - <...> "It is becoming clear that it is no longer possible to move forward within the current framework of the Yemeni settlement - UNSC Resolution 2216".


"The resolution adopted in 2015 has nothing to do with the situation on the ground in the Yemeni theater of war," the diplomat stressed. - "The new reality is that the political landscape and balance of power in the republic has undergone significant changes that UNSC Resolution 2216 simply does not match".


"We see an urgent need for the UNSC to reconsider the basis of a political settlement while preserving the central role of UN mediation and the constructive contribution of states in the region," said the first deputy Russian permanent representative to the UN.


He also said that the West rejects finding a solution to the conflict in Yemen. "Our Western colleagues time and again demonstrate their readiness to easily sacrifice the unity of the UNSC in the Yemen direction and, guided exclusively by their own vested interests, promote the language of sanctions, while rejecting the possibility of finding any solutions," Polyanskiy said.


According to the diplomat, the UNSC sanctions "should serve exclusively the interests of advancing the political process in Yemen, and not aim at increasing pressure on this or that party to the conflict".


"The grave humanitarian situation in Yemen remains a matter of special concern," he said. The first deputy permanent representative of the Russian Federation drew attention to the fact that the situation is increasingly acquiring the features of a full-scale humanitarian catastrophe.
