Mohamed Takala, recently elected as the chairman of Libyan High Council of State (HCS), embarked on his inaugural official visit to Turkey this month. As per the HSC press office, Takala engaged in discussions with Turkish Foreign Minister Hakan Fidan.
"The meeting encompassed discussions on political matters both on the regional and local fronts, encompassing recent occurrences in Libya along with forthcoming elections. The participants explored avenues to enhance cooperation," states a declaration published on the official page of HSC on Facebook (prohibited in Russia; owned by Meta Corporation, acknowledged as extremist in Russia). According to the press office, the talks were hold on August 30.
On August 6, Mohamed Takala was elected as the new chairman of Libya's HCS. This advisory body is regarded as a parliamentary entity in the western region of the country. In contrast, eastern Libya features the House of Representatives, a unicameral parliament led by speaker Aguila Saleh.
Libya essentially operates with two governments: one in the east, comprising a cabinet formed by the parliament, and another in Tripoli, known as the Government of National Unity. The transitional phase established by the UN pursuant to the Geneva Accords came to an end on June 22, 2022. The conclusion of this period was intended to coincide with the establishment of an elected president and parliament in Libya. However, elections scheduled for December 2021 were canceled due to the absence of the requisite constitutional framework.
