Afghan President Ashraf Ghani is not in Kazakhstan, the republic's Foreign Ministry spokesman Aibek Smadiyarov told RIA Novosti.
Earlier, Ghani said he left Afghanistan to prevent bloodshed.
"He is not in Kazakhstan," Smadiyarov said by phone.
The situation in Afghanistan has become particularly tense in recent weeks, with the Taliban (the Taliban is recognized as a terrorist movement in Russia and is banned) advancing on major cities. On Sunday, the media and sources reported that the insurgents controlled all border crossings. Later that day, militants said that they had entered Kabul and taken control of the presidential palace. For his part, Afghan President Ashraf Ghani said that he left the country "to prevent a massacre". On Monday night, Mohammad Naeem, a spokesman for the Taliban political office, said that the war in Afghanistan was over.
