Kazakhstan is going to repeal the law on Nazarbayev's privileges

Amendments to the Constitution of Kazakhstan imply termination of the law on the first president which gave a number of powers and privileges to the first head of the republic, Nursultan Nazarbayev, the speaker of the Majilis (lower house) of parliament, Yerlan Koshanov, told reporters on Wednesday.


"The amendments exclude the yelbasy status (leader of the nation - TASS). Nazarbayev's role as the founder of the state remains in the constitution. After the adoption of this rule, the constitutional law on the first president will also lose force," he said.


Now the constitution of Kazakhstan mentions the merits of Nazarbayev. "The independence of the state, the unitary and territorial integrity of the republic, the form of its government, as well as the fundamental principles of the republic laid down by the founder of independent Kazakhstan, the first president of the Republic of Kazakhstan - yelbasy (leader of the nation - TASS), and his status are unchanged," says Article 91 of the basic law. The country also has a law "On the first president of the Republic of Kazakhstan," which defines the political and legal status of the first president as the founder of the new independent state of Kazakhstan, who ensured its unity, the protection of the constitution, human and civil rights and freedoms.


At present the working group has developed amendments to the constitution of Kazakhstan. According to them the powers of the president are reduced, the role of parliament and local representative bodies is significantly strengthened, citizen participation is significantly expanded, the human rights sphere is systematically strengthened, and the Constitutional court is reconstituted.
