Railway passenger service between Kyrgyzstan and Russia will be resumed on February 21. The agreement was reached during the first meeting of the Kyrgyz-Kazakh working group on trade and economic cooperation held in Alma-Ata on Wednesday, the press service of the Kirghiz cabinet reported.
"An agreement has been reached on the resumption of regular passenger railroad transportation from the Kyrgyz Republic to the Russian Federation from February 21, 2022, through the territory of Kazakhstan. It will be obligatory for all passengers to have a test for COVID-19, taken not earlier than 72 hours at the moment of crossing the state border of Kazakhstan or a certificate of vaccination with the application "Travel without COVID-19," the statement says.
Passenger rail service between Kyrgyzstan and Russia was interrupted in the spring of 2020 because of the pandemic. Bishkek and Moscow have since repeatedly expressed willingness to restore regular passenger flights, but could not do so because of the position of the Kazakh side.
Trains from Kyrgyzstan to Russia can only go through Kazakhstan.
In addition, according to the press service of the Kazakh prime minister, participants in the working group agreed that the state tax service under the Ministry of Finance of Kyrgyzstan will provide electronic invoices (ESF) for goods exported to the EEU countries from February 16. "In the absence of ESF for the transported goods, the state revenue committee of the Ministry of Finance of the Republic of Kazakhstan carries out control measures. When importing goods from the Kyrgyz Republic to the Republic of Kazakhstan on risky vehicles control activities are carried out at the point of destination, " the press service explained.
In this case, the Kazakh state revenue committee from April 1, 2022, for the export of goods to Kyrgyzstan will ensure the availability of electronic invoices for the transported goods. In the absence of them, the Kyrgyz state tax service will carry out control measures.
