On Thursday the deputies of the Kyrgyz parliament approved an agreement with the Russian Federation on building nine schools in the republic with instruction in Russian. This was reported by the press service of the Kyrgyz parliament.
"At a meeting of the Jogorku Kenesh (Supreme Council) today, June 1, the deputies discussed and passed a draft law "On ratification of the agreement between the Cabinet of Ministers of the Republic of Kyrgyzstan and the Russian Federation on the conditions of construction, creation and operation of joint educational institutions in the Republic of Kyrgyzstan, which will provide instruction in Russian, signed on March 29, 2023, in Bishkek. After the discussion the bill was adopted in three readings", the statement says.
According to the press service, Deputy Minister of Education and Science of Kyrgyzstan Ulanbek Usekov delivered a speech on the subject and noted that the agreement provides for phased construction of nine schools in all regions of the republic and the cities of Bishkek and Osh, each of which will accommodate up to 1,224 students. The schools plan to provide instruction in accordance with "the state educational standards of the Republic of Kyrgyzstan and the federal state educational standards of the Russian Federation."
"The construction of schools in Bishkek, Batken, and Karakol is scheduled to begin this year. All nine schools will be model schools and [will] have swimming pools," Usekov's press service quotes Usekov as saying. According to the intergovernmental agreements, instruction at these schools will be conducted "on a budgetary basis." Kyrgyz teachers will receive the same salary as teachers from the Russian Federation.
The agreement to build one school in each of the seven regions of the republic as well as in Bishkek and Osh was reached during the visit of President of Kyrgyzstan Sadyr Zhaparov to Moscow in February 2021. According to the preliminary information of the Kyrgyz side, the average cost of the construction of each school is estimated at about 450 million rubles.
