Lavrov: absence of official recognition is not an obstacle for dialogue with Taliban

30 January 2023

The lack of international recognition of the Taliban (the Taliban are banned in the Russian Federation) in Afghanistan is not an obstacle for developing a full-fledged dialogue with Kabul. Russian Foreign Minister Sergey Lavrov said this at a press conference on Monday following talks with Pakistani Foreign Minister Bilawal Bhutto Zardari.

Lavrov recalled that the formation of an inclusive government in Afghanistan is a commitment that the Taliban proclaimed when they took power in that country. "And the world community expects this to be fulfilled. Yes, it will be, among other things, fundamental to international legal recognition of that government," he pointed out.

"Nevertheless, we by no means see the absence [of the recognition] at this stage as an obstacle to developing a full-fledged dialogue with Kabul, with the Taliban, including in the interest of promoting that very inclusive arrangement," Lavrov stressed.
