Russian Foreign Minister Sergey Lavrov discussed the situation in Libya with his Egyptian counterpart Sameh Shoukry by phone.

"The Ministers discussed the situation in the Middle East and North Africa region with a focus on the crisis in Libya. Both sides confirmed that there is no alternative to resolving the situation in this country through negotiations with the participation of all the Libyan parties in line with the implementation of the decisions of the Berlin conference, enshrined in UN Security Council resolution 2510. The importance of the "Cairo Declaration" of June 6 for promoting the key principles of the Berlin process in order to organize an inclusive inter - Libyan dialogue to develop agreements on the post-conflict settlement of Libya based on the balance of interests of the three historical regions of the country was emphasized," the Russian Foreign Ministry said.

On Monday, members of the Egyptian Parliament unanimously approved the possible dispatch of the country's military to perform combat missions outside of Egypt in the Western direction. According to the Egyptian Constitution, the President of the country can declare war or send Egyptian troops on a combat mission outside the country after obtaining the consent of the Parliament.

The ruling Parliament in Eastern Libya-the House of representatives-on the night of July 14 allowed the Egyptian armed forces to intervene in the Libyan conflict. In late June, Egyptian President Abdel Fattah el-Sisi said that his country was ready to help Libyan tribes in the fight against foreign interference by training and arming them. He also noted that any direct intervention by Egypt in Libya is now legitimate under international law, since the "red line" for the advance of troops supporting the Government of National Accord is the city of Sirte, located about 900 kilometers from the border with Egypt, and the province of Jufra.

In Libya, the conflict continues between the Government of National Accord (GNA) of Fayez Sarraj, which controls Tripoli and territories in the West of the country, and the Libyan National Army (LNA) under the command of Marshal Khalifa Haftar, which cooperates with the Parliament sitting in the East. The GNA is supported by Turkey and Qatar, while the LNA is supported by Egypt and the UAE.
