Libyan Parliament approves the idea of a new distribution of oil revenues

29 June 2020

The Parliament sitting in the East of Libya in Tobruk supports the idea of a fair distribution of oil revenues between all cities and districts of Libya, Deputy speaker of the Parliament Ahmida Khoma said RIA Novosti.

"Our demands are very natural, demands for a fair distribution of oil revenues between all Libyan cities and three Libyan regions. There must be a fair distribution of resources so that all Libyans can manage them, " said Khoma.

In addition, according to him, the Parliament supports the requirement for all representatives of Libya "to be real partners in the distribution of oil revenues."

He pointed out that there were attempts to put pressure on the Government of National Accord that controls Tripoli, Fayez Sarraj, to send troops towards Sirte in the East of the country, because through the cities of Sirte and Misrata lies the way to the largest oil fields in the South, over which the government in Tripoli wants to establish control. "This is unacceptable for us," Khoma said.
He also stressed that Libya values and supports Russia's efforts to resolve the Libyan problem.

"We appreciate and support Russia's efforts. Russia did not leave Libya, but really took its side, seriously and truly, so that Libya would take its former place among other countries. Russia did not put pressure on the Libyans, but was their mainstay in the fight against terrorism and outlaw groups," the MP said.

He recalled that a delegation of the Libyan Parliament recently visited Russia and met with Russian Deputy Foreign Minister Mikhail Bogdanov, receiving Moscow's assurances of support for Libya, including in the UN Security Council, on the way to stabilizing the situation in the country.

In Libya, the conflict continues between the Government of National Accord (GNA) of Fayez Sarraj, which controls Tripoli and territories in the West of the country and is supported by Turkey, and the Libyan National Army under the command of Khalifa Haftar, whose political support is provided by Egypt.

In Cairo, on June 6, Egyptian President Abdel Fattah el-Sisi met with Haftar and the head of the House of representatives sitting in Eastern Libya, Aguila Saleh. Following the meeting, the head of Egypt announced the "Cairo initiative", which includes a cease-fire on the entire territory of Libya from June 8 and the terms of a political settlement. The initiative was supported by Russia, the United States and a number of Arab States, including Saudi Arabia and the UAE. The GNA and Turkey opposed it.

For more than a year, Haftar's army has been trying to retake the capital of Libya. Both sides of the conflict claim that the opponents receive assistance with weapons and manpower from outside. In recent weeks, the GNA forces have reported significant successes in the battle for Tripoli and have declared their intention to build on that success by taking control of the city of Sirte and other territories East of the capital.

The international conference on Libya was held in Berlin on January 19 with the participation of Russia, the United States, Turkey, Egypt and a number of other countries, as well as the EU and the UN. The main outcome of the conference was a call by its participants for a ceasefire in Libya and a commitment to refrain from interfering in the conflict, observing the arms embargo on the parties. In addition, the participants of the meeting proposed to create a Committee to monitor the implementation of the ceasefire agreement.
