The Egyptian authorities, in their Gaza reconstruction plan, are calling for the current ceasefire in the enclave to be maintained and for the international community to support Egypt, Qatar, and the United States, which are currently working to uphold it. Excerpts from the plan, prepared by Cairo, were published by the Egyptian television channel Al-Qahira Al-Ikhbariya.
“In order to implement the reconstruction plan, the ceasefire in Gaza must remain in place. The international community should support the efforts of Egypt, Qatar, and the US, who are working to extend the current agreement on Gaza,” the document states, according to the channel.
In addition, Cairo insists that the ceasefire should cover all Palestinian territories. Al-Qahira Al-Ikhbariya reports that such an agreement has already been reached between Israel and the Palestinian Authority. All military clashes would have to stop for a medium-term period, which Egypt believes would help build trust between the sides and contribute to the suspension of any unilateral actions.
The Egyptian plan envisions the creation of at least 20 temporary housing zones in Gaza during the period of rebuilding homes damaged by Israeli airstrikes. These zones will be set up by Egyptian and international companies. Around 1.5 million people are expected to live in these temporary zones during the first phase of reconstruction, which is projected to last two years. The total cost of the project is estimated at $53 billion, with at least $20 billion allocated for the initial phase, the channel highlighted.
Once debris clearance is complete, the plan calls for the establishment of a buffer zone within Gaza. However, the channel provided no specific information on where it would be located or how large it would be. The plan also includes the deployment of an international peacekeeping force in Palestinian territories, according to the channel. A formal request for this deployment is expected to be sent to the UN Security Council after the conclusion of the Arab League summit in Cairo.
The Egyptian plan emphasizes that Gaza is an inseparable part of Palestinian territory, and that temporary administrative bodies will need to be established during the transition period. One such body would be a committee composed of independent technocrats, which would govern Gaza for six months. The channel did not specify whether this refers to the Public Support Committee, a special body for post-war governance in Gaza, which was discussed by Fatah and Hamas during talks in Cairo late last year.
