Media Report: Head of Libya's High Council of State Arrives in Moscow Upon State Duma's Invitation

Chairman of the High Council of State (HCS) of Libya Mohammed Tekala has arrived in Russia to discuss the settlement of the Libyan crisis, as reported by al-Ahrar. According to the information, Tekala, along with his first deputy  Massoud Abid, arrived in Russia at the invitation of the State Duma. Sources suggest that Tekala is likely to discuss with Russian officials ways to resolve the Libyan crisis, including the possibility of holding general elections.

 

Mohammed Tekala was elected as the new chairman of Libya's HCS in August, marking his first visit to Russia in this capacity. The HCS is an advisory body and is considered a parliamentary structure in the western part of the country, while the House of Representatives, located in the east of Libya, serves as the parliament with Aguila Saleh as its speaker.

 

Libya currently operates with two governments: a cabinet in the east formed by the parliament, and a Government of National Unity led by Abdul Hamid Dbeibeh based in Tripoli. The UN-established transitional period following the Geneva agreements concluded on June 22 last year, and scheduled elections for December 2021 were canceled due to a lack of the necessary constitutional framework.
