Russia has received written proposals from Ukraine suggesting that it renounce its desire to return Crimea and Sevastopol by military means, the head of the Russian delegation, presidential aide Vladimir Medinsky, told reporters on Tuesday following a meeting of Moscow and Kiev delegations in Istanbul.

"These security guarantees do not apply to the territory of Crimea and Sevastopol, that is, Ukraine refuses to strive to return Crimea, Sevastopol by military means and declares that it is possible only through negotiations," he said. - "Of course, this does not correspond in any way to our position, but Ukraine has formulated its approach."

Medinsky added that Ukraine's proposals also do not apply to "separate areas" of Donbass. "What these separate districts are, what their area is, Ukraine formulates separately," the head of the Russian delegation pointed out. - "Russia formulates it the way it understands it."

Kiev's proposals involve declaring Ukraine a permanently neutral state under international legal guarantees, they give a list of countries - guarantors of state security, Medinsky added.

"We received written proposals from the Ukrainian delegation, as I understand it, agreed with the leadership of Ukraine, which boil down to the following in brief: Ukraine is proclaimed a permanent neutral state under international legal guarantees in order to implement non-aligned non-nuclear status. Then a list of guarantor states guaranteeing Ukraine's security is provided," he said.
