Ministry of Defense: in Karabakh, the tasks of humanitarian nature are coming to the fore

The bloodshed in Nagorno-Karabakh has been stopped and humanitarian tasks are coming to the fore, Colonel-General Mikhail Mizintsev, the head of the National Defense Management Center of Russia, said at a conference on the interdepartmental cooperation on Friday.


"Thanks to operational decisions taken by the highest military and political leadership of Russia, it was possible to stop the bloodshed in the Nagorno-Karabakh zone. Russian peacekeepers are now successfully providing a full range of activities related to the establishment of peaceful life in the region. Today humanitarian tasks are coming to the fore," Mizintsev said.


"For this purpose," he continued, "the Interdepartmental Center for Humanitarian Response is now fully operational in Stepanakert".


The main objectives of the Center are the return of citizens who have left their places of permanent residence, assistance to Azerbaijan and Armenia to restore civilian infrastructure and create conditions for the normal life of the population, coordination of activities of government agencies and organizations of Russia to provide humanitarian assistance to residents of areas affected by military operations, Mizintsev said.


The center is also designed to assist state bodies of Azerbaijan and Armenia in organizing interaction with international humanitarian organizations, the general said. "The core of the center is formed by units of the Ministry of Defense with the involvement of other federal executive authorities," the military leader said.


He expressed confidence that "the gained Syrian experience of the post-conflict settlement will help to establish a peaceful life in this Transcaucasian region as soon as possible".
