Ministry of Energy interested to participate in Kambarata HPP-1 project

Russia is interested in participating in the design, construction and management of Kambarata HPP-1 in Kyrgyzstan, Deputy Energy Minister Pavel Snikkars said at the Eurasian Congress.


"We would be interested in participating in the design, construction and management of the Kambarata HPP-1 project. <...> Considering our experience, expertise, technologies, maybe we would be useful. I think it is worth to cooperate on this subject," the deputy minister said.


In addition, speaking of the interaction between the countries in terms of thermal generation, Snikkars said that Russia will soon be able to present the generating equipment of gas turbines, including for its use in Central Asia.


"We also cooperate in terms of thermal generation, modernization of plants - both gas and coal. We hope that in the near future we will be able to provide and show the effectiveness of our generating equipment gas turbines - it's GTE-170, and GTE-65, and GTE-110 in terms of their efficiency, the possibility of using as a reference facilities in the country, and the possibility of its application in Central Asia," he said.


Earlier, Chairman of the Board of the Kyrgyzstan National Energy Holding Taalaibek Baigaziyev told TASS that the country is open to proposals from Russia for building the Kambarata hydroelectric power plant, specifying that the feasibility study of the project is currently being updated.


Background


In September 2012 Russia and Kyrgyzstan signed the agreements on the construction of the Upper Naryn Cascade and Kambarata-1 HPP, with the Russian side being the only investor. It was planned to build four HPPs with total installed capacity of 191 MW. The parties were to build the HPP cascade on a parity basis, and the same principle would remain in place even after the commissioning of the facilities.


In January 2016, Kyrgyzstan denounced the agreements with Russia on the construction of HPPs. One of the reasons for this step by Kyrgyzstan was the lack of decisions on project financing.


In January 2023, the heads of the energy departments of Kazakhstan, Kyrgyzstan and Uzbekistan signed a joint work plan for the construction of Kambarata HPP-1. The hydroelectric power plant will provide electricity to the countries of Central Asia and stabilize water supply in the region.
