Secretary of the Security Council of the Russian Federation Nikolai Patrushev said that almost all major contemporary terrorist groups are established, equipped and funded by intelligence services carrying out the decisions of Western countries. He made this statement during a meeting in Johannesburg, South Africa, attended by high representatives from BRICS countries (Brazil, Russia, India, China, South Africa) responsible for security matters.

"Almost all major contemporary terrorist groups are created, provided with resources, and financially supported by intelligence services carrying out political decisions of Western countries," Patrushev stated, as quoted by Rossiyskaya Gazeta.

He pointed out that "terrorism, in its current form, serves as a direct instrument to advance the influence of the United States and its allied countries."

According to Patrushev, Moscow views counterterrorism cooperation as a top priority within the framework of BRICS cooperation.

"We firmly oppose the politicization of international anti-terrorist cooperation and the use of double standards in this domain. We firmly believe that the fight against terrorism must be founded on universal norms and principles of international law," emphasized the secretary of the Security Council.
