Patrushev: the West is balancing between a hybrid war and an open conflict with Russia

The West has unleashed a hybrid war against Russia, while the Russian special military operation in Ukraine is only used as a pretext for an anti-Russian campaign. Russian Security Council Secretary Nikolai Patrushev said this in his speech Friday during the 17th meeting of secretaries of security councils of the Shanghai Cooperation Organization (SCO) member states.

"A vivid example of such detrimental policies is the hybrid war unleashed by the West against Russia. Our proposals to form long-term legally binding security guarantees were rejected. Instead of searching for mutually acceptable ways to dialogue, attempts to isolate Russia in the international arena are being made, and illegitimate sanctions are being imposed," said the secretary of the Russian Security Council.

"The special military operation launched by our country in Ukraine is used only as a pretext to spin an unprecedented global anti-Russian campaign," Patrushev stressed.

The West is trying to balance between hybrid actions and an open armed conflict with Russia, Patrushev said.

"The events around Ukraine show that the Westerners are trying to balance on the border between hybrid actions and an open armed conflict with our country, and they are still preparing for it," he said.
