Kyrgyz Prime Minister Sadyr Zhaparov announced on Thursday at a rally in Bishkek that the powers of the president of the republic after the resignation of Sooronbay Jeenbekov passed to him. "Kanat Isayev (speaker of the parliament - TASS) officially refused to act as president. They came to me," Zhaparov said.
Earlier Thursday, Sooronbay Jeenbekov, who held the post of the republic's president, announced that he was resigning. According to the law, until a new head of state is elected, his duties must be performed by the speaker of the parliament. If he is unable to do so, the powers are transferred to the prime minister.
After parliamentary elections held on October 4 in Kyrgyzstan representatives of parties that didn't pass to parliament organized mass disorders in Bishkek, seized buildings of state bodies, released ex-president Almazbek Atambaev and a number of other politicians including Zhaparov from prison. There were also subsequent clashes between supporters of various opposition forces in the center of the Kyrgyz capital.
Prime Minister Kubatbek Boronov and the parliament speaker, Dastanbek Jumabekov, resigned. After that, Jeenbekov introduced a state of emergency in Bishkek, and the republic's CEC declared the election results invalid. The date of the new voting is to be announced before November 6. On Tuesday and Wednesday, a new speaker and head of government were elected in Kyrgyzstan. The election of the new president should be held within three months. By law, the acting head of the state has no right to take part in them.
