Russian President Vladimir Putin has extended his condolences to the head of the Presidential Council of Libya, Mohamed al-Menfi, following the tragic loss of many lives due to the hurricane and flooding. The text of the telegram can be found on the Kremlin website.
"Please accept my sincere condolences on the numerous human casualties and the extensive devastation caused by the hurricane and flooding in the northeast of your country. Kindly convey words of sympathy and support to the families and friends of the victims," the Russian leader addressed his Libyan counterpart.
Cyclone Daniel struck northeastern Libya on September 10, unleashing gale force winds, heavy rainfall, and thunderstorms in cities along the Mediterranean coast. This catastrophic weather event resulted in severe flooding, affecting numerous homes, hospitals, and vital civilian infrastructure. Among the hardest-hit areas, the city of Derna faced significant devastation, exacerbated by the destruction of two dams. The Libyan Red Crescent attributes the widespread casualties in the region primarily to the dam failures near Derna.
