Putin to discuss law, order in new regions at Security Council meeting

Russian President Vladimir Putin will hold a meeting of the Russian Security Council on Wednesday via videoconference.


As previously reported by the Kremlin press service, the event will consider issues of law, order and public security in the territories of the Donetsk and Lugansk People's Republics, as well as the Zaporozhye and Kherson Regions.


Interior Minister Vladimir Kolokoltsev will deliver the keynote speech.


President on law, order in new regions


During meetings with representatives of the law enforcement agencies, the head of state regularly devotes special attention to law and order in the new regions, considering all the complexity of the situation there. At the board meeting of the interior ministry in March, Putin urged police to do a highly professional job in the four new regions, and to quickly build up the territorial structures of the ministry with local staff. According to him, residents of the DNR, LNR, and Zaporozhye and Kherson regions expect effective and full-fledged work to protect their rights and interests.


At a recent board meeting of the Prosecutor General's office, Putin also pointed to the need to strengthen local oversight bodies with experienced, decisive staff capable of promptly providing legal assistance and effectively protecting the legal interests of residents of the new regions. At the board of the FSB in late February, the president called for increased attention to the development of security agencies in the new territories and noted that they should be equipped with the most modern technology.


In early April Putin signed a package of laws on the integration of the new regions into the judicial system of Russia. It is about the establishment of the republics' supreme courts in the DNR and LNR, and regional courts in the Zaporozhye and Kherson regions. Also, Donetsk, Lugansk, Zaporozhye and Kherson garrison military courts, arbitration courts of the new regions, inter-district, district and city courts are being established. Courts that operated on the day of the LNR and DNR, Zaporozhye and Kherson regions' admission to the RF will operate on behalf of the RF until the courts, which will be established in accordance with the adopted laws, begin to operate. The law on the establishment of courts in the DNR enters into force on April 20, similar laws concerning the LNR, the Kherson and Zaporozhye regions - on April 21.


From September 23 to 27, 2022, the Donetsk and Lugansk People's Republics, as well as the Zaporozhye and Kherson regions, held referendums on joining Russia. The overwhelming majority of their residents supported this step. On September 30, Russian President Vladimir Putin and the heads of the regions signed treaties on the accession of these territories to Russia. On October 4, Putin signed laws ratifying the treaties on the DPR and LNR and the Zaporozhye and Kherson regions becoming part of Russia.


About Security Council meetings


The last meeting of the Security Council took place last October. The head of state announced the signing of a decree on imposing martial law in the new regions and three levels of readiness in the rest of the country. In addition, Putin ordered to create a coordination council to meet the needs of the SMO.


At the same time, he regularly holds operational meetings with the permanent members of the Security Council of the Russian Federation. The latest meetings discussed approving a new version of Russia's foreign policy concept, the development of the electronic industry and cooperation in the Caspian region.
