Russia and Turkmenistan will develop cooperation using the potential of the EEU

Presidents of Russia and Turkmenistan Vladimir Putin and Serdar Berdimuhamedov believe it is necessary to develop economic cooperation between the two countries using the potential of the Eurasian Economic Union (EEU). This is stated in a declaration that was signed following talks between the presidents in Moscow on Friday.


"The parties have expressed the intention to intensify trade and economic cooperation using the potential of the Eurasian Economic Union," the declaration on deepening strategic partnership between Russia and Turkmenistan reads. 

 

Use of IT technologies to undermine the sovereignty of countries

 

The declaration also says that the Russian Federation and Turkmenistan are concerned about the use of IT technologies to undermine the sovereignty of the countries. "The parties express concern about the use of modern information and communication technologies for illegal and malicious purposes, including for interference in the internal affairs of states and undermining their sovereignty, and stress the importance of further strengthening of bilateral cooperation in the field of international information security," the document says.


According to the declaration, this is planned to be done on the basis of the agreement between the governments of the countries on cooperation in the field of ensuring international information security dated April 5, 2019, as well as through the implementation of the plan for the main directions of bilateral cooperation in the field of ensuring international information security for 2022-2025.


Russia and Turkmenistan confirmed the focus on constructive cooperation to ensure international information security at the regional and global levels, primarily within the framework of the UN.


The declaration shows that the sides generally agreed to deepen partnerships between relevant agencies, cooperation in the framework of international and regional organizations in combating the spread of terrorist and extremist ideologies and propaganda, money laundering, financing of terrorism, including from drug proceeds, trafficking in narcotic drugs, psychotropic substances and their analogues, precursors, supplying terrorist organizations with weapons and other types of organized crime, as well as the weapons of mass destruction.

 

Cooperation on biological security issues

 

Russia and Turkmenistan are ready to develop cooperation on issues of biological security. 


"Russia and Turkmenistan confirm their readiness to develop cooperation on the basis of the Memorandum of Understanding between the Russian and Turkmen governments on biological security issues of April 1, 2021, as well as the Road Map for cooperation between Russia and Turkmenistan on regional security issues of February 22, 2022," the document says.

 

"The parties do not allow the use of the territory of one side to the detriment of the security of the other side," the declaration stressed.


Experience in the field of medicine


The Russian Federation and Turkmenistan note the importance of available experience in preventing epidemics. 


"The parties attach great importance to interaction in both bilateral and multilateral formats in the fight against the spread of dangerous infectious diseases and note that the accumulated experience of the countries in ensuring a favorable sanitary and epidemiological situation will be used in the future as a basis for activities to prevent new epidemics," the document says.


Cooperation in development of oil and gas deposits


Russia and Turkmenistan will deepen cooperation in the energy sector, including the development of oil and gas fields. 
"The parties noted the positive dynamics of cooperation in the energy sector, in particular the increased level of interaction between oil and gas companies of the two countries, and will make joint efforts to deepen cooperation between them in the field of exploration and development of oil and gas fields, exchange of experience and training in the oil and gas industry," the document reads.

 

In addition, the parties expressed their readiness to increase cooperation on projects to improve energy efficiency, construction of new and modernization of existing power generation facilities in Turkmenistan.

 

Cooperation in civil aviation


Russia and Turkmenistan have agreed to actively develop cooperation in civil aviation. 


"The parties will actively cooperate in the field of civil aviation for further development of air communication between the countries," the declaration reads.


In addition, Russia and Turkmenistan "expressed their readiness to cooperate closely in the field of international road transport in order to create favorable conditions for national road carriers."


The document stresses that the parties welcome the constructive cooperation between the Ministry of Transport of the Russian Federation and the Agency for Transport and Communications under the Cabinet of Ministers of Turkmenistan in accordance with the existing agreements to which both countries are parties.

 

Meetings of Presidents of Russia and Turkmenistan


Putin and Berdimuhamedov have agreed on regular meetings with each other. "The president of the Russian Federation and the president of Turkmenistan will meet on a regular basis to identify priority areas and forms of further development of political, trade and economic and cultural and humanitarian cooperation in the interests of strengthening friendly relations and fruitful cooperation between the two countries," the declaration reads.


During the meeting, Berdimuhamedov invited Putin to pay a visit to Turkmenistan; the invitation was gratefully accepted.


Moscow and Ashgabat "agreed to maintain high-level contacts between the legislative bodies of the two states, to use the format of inter-parliamentary exchanges and dialogue between friendship groups for comprehensive multi-level communication on a broad agenda." They will also "hold regular consultations through foreign policy agencies to exchange views and coordinate positions on issues of bilateral relations and current international and regional issues of mutual interest."


"The parties will continue active interaction within the framework of the Commonwealth of Independent States, the Caspian Five, as well as the United Nations, the Organization for Security and Cooperation in Europe, the CA5+Russia dialogue mechanism and other multilateral structures and formats, including mutual support when considering various issues and initiatives that affect mutual interests," the declaration says.


The document emphasizes that "Russian-Turkmenistan relations are based on deep political trust and the strategic leadership role of the heads of the two states."
