Speaking at the V International Forum "Primakov Readings", Russian Deputy Minister of Foreign Affairs Sergey Ryabkov said that in "the current conditions of turbulence," there is a threat of disintegration of the arms control system.
According to the diplomat, the obvious signs of the growing crisis in this area have been observed for some time.
“Unfortunately, we still do not really understand what measures can be used to stop this crisis, to avoid the collapse of the system, how to return to the understanding that, firstly, there can be no winners in a nuclear war, and it can never be unleashed and, secondly, that arms control and the system of agreements in this area were and, I hope, will remain an effective means of ensuring the security of our state and other states, ”the deputy head of the Russian Foreign Ministry noted.
