Russia will lift sanctions against the Afghan radical Taliban movement (outlawed in Russia) only if the UN Security Council  lifts relevant international sanctions.

Zamir Kabulov, Special Presidential Representative  for Afghanistan and Director of the Second Asia Department of the Russian Foreign Ministry, said a press conference in Russia today.

"If the UN Security Council adopts a resolution-and this decision is mandatory for everyone - to lift the sanctions regime against the Taliban, it will have consequences for Russia and all other members of the organization," the diplomat said.
