Secretary of Armenian Security Council and Secretary-General of CSTO discussed situation on the border with Azerbaijan

11 February 2022

Secretary of the Armenian Security Council Armen Grigoryan and Secretary-General of the Collective Security Treaty Organization (CSTO) Stanislav Zas discussed the situation on the Armenian-Azerbaijani border in a telephone conversation, the press service of the Armenian Security Council reported on Friday.

"During the telephone conversation, the sides discussed the situation on the Armenian-Azerbaijani border. Grigoryan stressed that there has been a border between Armenia and Azerbaijan since Soviet times. He also noted that within the framework of the 1991 agreement "On Establishment of Cooperation of Independent States", the parties recognized the border, ratified the agreement in their parliaments and made it an integral part of the legislation of the two countries," the statement says.

Earlier, the Armenian Foreign Ministry said that Baku rejected Yerevan's proposal to reach agreements to improve the level of security before forming a commission on demarcation and delimitation. Foreign Ministry spokesman Vahan Unanian said "the Azerbaijani side did not give any substantive response, but rejected it (Armenia's proposal - TASS)."

Armenian authorities have repeatedly stated that specific mechanisms should be introduced to form a commission to demarcate and delimit the borders with Azerbaijan to help prevent clashes.

Russian President Vladimir Putin, Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev held talks in Sochi on November 26, 2021, marking the anniversary of the signing of a statement on a cease-fire and all military operations in the conflict zone around Nagorno-Karabakh. The sides agreed to take steps to improve stability and security on the Azerbaijani-Armenian border. They also stipulated the necessity of establishing a bilateral commission for delimitation of the border and its demarcation. Russia will provide consultative assistance at the request of the parties.

The problem of Armenian-Azerbaijani border demarcation came to a head after seven districts adjacent to Nagorno-Karabakh came under Baku's control in the fall of 2020, and the border of the two countries began to run right next to the Syunik and Gegharkunik regions. The situation there remains tense.
