During his working visit to Baku, Secretary of the Russian Security Council Sergei Shoigu discussed Western attempts to interfere in the security processes of the South Caucasus. Shoigu met with Azerbaijani President Ilham Aliyev and Ramil Usubov, the Secretary of the Azerbaijani Security Council.
"The discussions covered a broad range of topics," Shoigu told reporters. "Primary among these were security issues in the South Caucasus, including the peace agreement with Armenia, the latest version of which has been submitted to Yerevan. We also addressed the significant attempts by the West to interfere in this process." He added that transportation projects, particularly the North-South corridor, were also on the agenda.
Shoigu also highlighted President Aliyev's proposal for "3+3" talks, which is supported by Russia. "The '3+3' format is not only suitable for resolving current issues but is also beneficial for the future stabilization of the South Caucasus," Shoigu noted.
The "3+3" cooperation format, proposed in late 2020 by Azerbaijan and Turkey, includes Russia and Iran, with Armenia joining later. However, Georgia has opted not to participate. The first meeting of this regional consultative platform took place on December 10, 2021, in Moscow, with Georgia abstaining from both the 2021 meeting and the current foreign ministers' session.
