State Duma ratifies security cooperation agreement with Turkmenistan

The State Duma at a meeting on Wednesday ratified the agreement between Russia and Turkmenistan on cooperation in the field of security.


The document was signed in Moscow on April 10, 2003. "The agreement provides that the parties cooperate in combating international terrorism, organized crime, economic crimes, crimes against transport security, illicit drug trafficking, legalization (laundering) of income obtained by criminal means, illegal migration, smuggling, including the illegal export of cultural property",  the explanatory note says.


The parties to the agreement "also cooperate in the field of environmental security and environmental protection". "The agreement stipulates that the parties hold regular consultations on issues of mutual interest," the explanatory note says.


The agreement stipulates that "the parties shall not allow the use of their territory to the detriment of the safety of the other party". At the same time, the agreement is not directed against third states and does not affect the rights and obligations of Russia and Turkmenistan arising from other international treaties that they are parties to.

 

According to the conclusion of the Russian government, the document "meets the interests of maintaining peace and stability in Central Asia and the Caspian region", its implementation will not entail additional expenditures of the federal budget.
