State Duma to consider statement on Quran burning

At Thursday's plenary session the State Duma deputies are planning to consider a draft statement on the Quran burning in Sweden, a draft law on the ratification of the agreement between Russia and Abkhazia on dual citizenship, as well as a draft resolution on providing rehabilitation equipment for people with disabilities.


The session is planned to open with the review of the statement "On insult to the feelings of Muslims in Sweden", which condemns the actions of the Kingdom authorities, who allowed the Quran to be burnt on the Muslim holiday of Eid al-Adha. Speaker of the State Duma Vyacheslav Volodin tasked to prepare the document at Wednesday's plenary session. According to him, the deputies should not stay away from this topic because European countries "encroach on the fundamental rights of citizens."


In addition, parliamentarians will consider a bill on ratification of the agreement between Russia and Abkhazia on dual citizenship, which was signed in Moscow on September 27, 2022. According to the agreement Russians will be able to acquire citizenship of Abkhazia without giving up Russian citizenship - and vice versa. In this case, those who had citizenship of Abkhazia on August 26, 2008, and still retain it, will be able to acquire Russian citizenship through a simplified procedure.


Those who have citizenship of both countries, enjoy rights to social security, education, health care in accordance with the laws of the country of their permanent residence. The same principle applies to conscription. However, citizens who have already served in one country are exempt from conscription in the other.


The agreement is valid for five years and is automatically renewed unless either party beforehand expresses its intention to terminate it in writing. The withdrawal of one of the parties from the agreement will not cause automatic termination of citizenship of both states.


The deputies will also consider a draft resolution on the issue of providing rehabilitation equipment (TRE) to people with disabilities. In particular, the State Duma may recommend that the Russian government develop a unified federal register of organizations that provide rehabilitation services and technical rehabilitation equipment to people with disabilities. The government will also be asked to consider creating a special platform at one of the leading universities to implement TRE, with the right to issue recommendations or opinions on the suitability of TRE to the needs of people with disabilities, to evaluate the effectiveness and sufficiency of TRE functionality, and to provide training on how to use TRE.
