The Parliament of Kyrgyzstan has approved the candidacy of Kubatbek Boronov for the post of Prime Minister

Members of the Kyrgyz Parliament on Wednesday voted to appoint Kubatbek Boronov as Prime Minister, the press service of the legislative body reports.


"During the meeting, the MPs approved by a majority vote Boronov's candidacy for the post of the head of the government, as well as the options proposed by him for the composition and structure of the cabinet," a representative of the press service said. 113 deputies voted for it, 3 against it.


A spokesperson of the press service said the decision made by MPs would soon be sent to President Sooronbai Zheenbekov for his signature, after which Boronov, who served as first Deputy Prime Minister in the former government, would officially take office.


As the new head of the cabinet assured, he did not plan to radically change the government. The place of the first Deputy Prime Minister was taken by a former member of parliament of this convocation, former head of the "Kyrgyzstan" parliamentary faction Almazbek Baatyrbekov. The new head appeared in the State Committee for Communications and Information Technology, as well as in the government office. The other heads of ministries and agencies retained their positions.


According to Boronov, who was nominated for Prime Minister on June 16 by the leaders of all six parliamentary factions, his main tasks will be to preserve economic stability in the country and increase its export potential, strengthen the fight against smuggling and the shadow economy, open and fair holding of the upcoming parliamentary elections in October and strengthening of the fight against the spread of the coronavirus infection in the country. The new Prime Minister of Kyrgyzstan is currently the head of the republican operational headquarters to fight against COVID-19.


Biography of the new premiere


Boronov was born in 1964 in Uzgen district of Osh region of Kirghizia. After graduating from the Frunze Polytechnic Institute in 1991 and obtaining a diploma as a civil engineer, he took a job as a bricklayer at the Frunzestroi Construction and Installation Department. In 1998 he was appointed director of the "Kirgizkurulush" plant. In 2003, Boronov came to work in the Ministry of Emergency Situations as head of one of the departments, and in 2011 he headed the department.


Boronov worked as the head of the Ministry of Emergency Situations for seven years and became First Deputy Prime Minister in April 2018.


Predecessor's resignation


On June 15, Muhammedkaly Abylgaziev, who had been heading the government of Kyrgyzstan for more than two years, voluntarily resigned, which was accepted by the President. After that, the entire government automatically resigned. Abylgaziev admitted that he was leaving his post amid a corruption scandal at the State Committee for Communications and Information Technologies.


Kyrgyz MP Zhanar Akayev accused Abylgaziev of involvement in corruption in the State Committee for Communications and Information Technologies, which controlled the sale of radio frequencies by Ala-TV to one of the national mobile operators. Later, these radio frequencies were resold several times more expensive.


The parliamentarian believes that the decision to sell radio frequencies in the country is not taken without the prime minister's participation. Kyrgyz law enforcement agencies almost immediately launched a pre-trial investigation into the case, which has already detained the former head of the State Communications Committee and the director of Ala-TV. Abylgazev, after the deputy's accusations, went on a short vacation in order not to obstruct the investigation of the case, and then resigned, as he considered it important that the government works in full against the backdrop of the pandemic.


The former Prime Minister categorically rejects all the accusations against him. The media and most Kyrgyz political analysts are inclined to believe that Abylgaziev has resigned to take part in the 2020 parliamentary elections.
