Turkish parliament passes law providing for military cooperation with Azerbaijan

04 February 2022

The Turkish parliament passed a law providing for the possibility of cooperation between Ankara and Baku in the military sphere. This was reported by Anadolu on Friday night.

266 MPs voted for the document containing the so-called Shusha Declaration on allied relations between the two states. Eleven were against it.

On February 1, Azerbaijan's parliament approved the declaration. The document was signed last June 15 by Presidents Ilham Aliyev and Tayyip Erdogan of Azerbaijan and Turkey in the city of Shusha in Karabakh.

The declaration provides for mutual assistance by Baku and Ankara "in accordance with the UN Charter in the event of threats or aggression by a third state or states against the independence, sovereignty, territorial integrity, inviolability or security of internationally recognized borders" of either party. "After determining through urgent discussions the amount and form of this assistance, a decision will be made on the provision of defense needs for joint measures and coordinated activities of the armed forces' security and management structures will be organized," the declaration reads.

One of the clauses of the document says that Azerbaijan and Turkey will continue joint efforts to modernize their armed forces in accordance with modern requirements. This presupposes the exchange of personnel and holding of joint exercises. At the same time, the document stipulates that military-political cooperation between the two countries is not directed against third countries.
