Republican Senator John Thune offered to purchase Russian S-400 from Turkey. This is evidenced by the text of the amendment to the draft national defense budget appropriations act for 2021 (NDAA) on the congressional website.
The document does not indicate whether Ankara has the desire and right to resell the complexes without Moscow's permission.
In turn, the Chairman of the US Senate Committee on Foreign relations, Jim Risch, proposed an amendment that would impose sanctions on Turkey in accordance with CAATSA (on Countering America's Adversaries Through Sanctions).
Deliveries of the latest Russian S-400 air defense systems, which caused a crisis in Turkey's relations with the United States, began in mid-July 2019. Washington demanded to abandon the deal and instead purchase American Patriot complexes, threatening to delay or cancel the sale of the latest F-35 fighter jets to Turkey, as well as introduce restrictive measures. Ankara refused to make concessions and continued negotiations on an additional batch of S-400s.
In fact, the United States has fulfilled only part of the threats related to the F-35, and other sanctions, despite the fact that they should be imposed by law, have not been applied.
