Vladimir Putin's declaration of a ceasefire in Nagorno-Karabakh

10 November 2020

Today, November 9, President of the Republic of Azerbaijan Aliyev, Prime Minister Pashinyan and President of the Russian Federation signed a statement announcing a complete ceasefire and all hostilities in the Nagorno-Karabakh conflict zone from 00:00 a.m. Moscow time on November 10, 2020.

The Republic of Azerbaijan and the Republic of Armenia stop at their positions. A Russian Federation peacekeeping contingent is deployed along the line of contact in Nagorno Karabakh and along the corridor connecting Nagorno Karabakh with the Republic of Armenia.

Internally displaced persons and refugees shall return to Nagorno-Karabakh and the surrounding areas under the control of the UN High Commissioner for Refugees.

POWs, other detainees and the bodies of those killed are exchanged.

All economic and transport links in the region are unlocked. The control of transport communication is also carried out with the assistance of the Russian Border Guard Service bodies.

We believe that the reached agreements will create the necessary conditions for a long-term and comprehensive settlement of the crisis around Nagorno-Karabakh on a fair basis and in the interests of the Armenian and Azerbaijani peoples.
