22 November 2022

The State Committee for National Security (SCNS) of Kyrgyzstan has opened a criminal case against a citizen of the republic who is taking part in combat operations on the territory of Ukraine. The press center of the SCNS reported this on Tuesday.

"An investigation under the article 'Participation of a citizen of the Republic of Kyrgyzstan in armed conflicts or military actions on the territory of a foreign state or undergoing training for a terrorist act' of the Criminal Code of the republic has been launched," the statement reads. In the photo to the report of the SCNS the suspect is captured in the group of Turan fighters, which fights on the Ukrainian side.

The reason for the pre-trial investigation was the video with "the participation of a citizen of Kyrgyzstan published in social networks," whose name and surname have not yet been disclosed in the interests of the investigation. According to the operative data of the Kyrgyz special services, the suspect left for Ukraine in December 2021 as a migrant worker. He is currently actively "covering combat operations" on Ukrainian territory in social networks.

The SCNS stressed that Kyrgyzstan "adheres to neutrality in the events between Russia and Ukraine."

At the same time, the press center reminded that the participation of a citizen of Kyrgyzstan in armed conflicts or military actions on the territory of a foreign state "in the absence of signs of mercenary activities or training outside the Republic of Kyrgyzstan to acquire the skills and abilities to commit a terrorist or extremist crime" is subject to a jail term "from five to eight years, and the same deed committed by a group of persons by prior collusion and an organized criminal group is punishable by imprisonment."
