Head of the JCPOA Commission: the US cannot initiate the restoration of UN sanctions against Iran

02 September 2020

The US is no longer a party to the Joint Comprehensive Plan of Action (JCPOA) on Iran's nuclear program, so it has lost the right to initiate the resumption of UN sanctions against Tehran. This is stated in a statement issued on Tuesday by Helga Schmid, Secretary-General of the EU foreign policy service, who chaired the meeting of the Joint commission on the JCPOA in Vienna. The meeting was attended by representatives of Iran and the five UN mediators: Great Britain, Germany, China, Russia and France.

"The participants of the meeting confirmed that the United States unilaterally announced the termination of its participation in the JCPOA on may 8, 2018, and it has not participated in any activities related to the JCPOA since then, so it cannot be considered a party to the agreement. In this regard, all participants of the meeting confirmed their previous statements made in the UN Security Council that the US cannot initiate the process of resuming UN sanctions against Iran within the framework of UN Security Council resolution 2231, " the document says.

It notes that all participating countries reaffirmed "the need to preserve the JCPOA as a key element of the global nuclear deterrence architecture" and supported its full implementation by all parties.

The Joint Commission on the JCPOA welcomed the joint statement of Iran and the IAEA of August 26, which has already been implemented, and stressed the important role of the IAEA, which is "the only independent and unbiased international organization responsible for monitoring and verifying the implementation of nuclear non-proliferation obligations". The parties agreed to continue expert work both on Iran's continued compliance with its obligations and on the further process of lifting sanctions.

The meeting also supported the continuation of projects to modernize the Arak reactor and the stable isotope production facility in Fordo.
