Kosachev: Explosion of Pagers Could Illustrate Israel’s Violation of Humanitarian Law

18 September

If confirmed, the recent pager explosions in Lebanon, orchestrated by Israeli intelligence agency Mossad by planting explosives in pagers manufactured in Taiwan, would represent yet another violation of international humanitarian law by Israel, according to Konstantin Kosachev, Deputy Speaker of Russia’s Federation Council.

“If it turns out that the pager explosions in Lebanon are indeed part of a Mossad operation, this will serve as another example of Israel’s disregard for the norms of international humanitarian law. Under Article 51 of the 1977 Additional Protocol to the 1949 Geneva Conventions, indiscriminate attacks are strictly prohibited,” Kosachev wrote on his Telegram channel.

He added that the Convention on Certain Conventional Weapons also forbids such actions. Kosachev noted that international humanitarian law requires all necessary precautions to be taken to protect civilians from the effects of weaponry.

“Regrettably, after witnessing Israel’s UN representative shred the UN Charter during a General Assembly meeting, nothing comes as a surprise anymore. Israel’s attitude toward international norms has been made quite clear. The real question now is how the international community will respond,” the Deputy Speaker of the Federation Council concluded.
